How and when do I submit my completed course for reimbursement?

If I am approved for funding through the Express Program, am I guaranteed reimbursement?

My course exceeded the $3000 per trainee limit at the time of approval, but more trainees were added which brought the cost per trainee below $3000. Can I get reimbursed for more than I was originally approved for?

I was approved for funding, and paid for the course, but had a conflict and couldn't attend, can I still get reimbursed for the training through the Express Program?
