In order to be eligible for funding through the Workforce Training Fund, your organization must contribute to the Workforce Training Fund Program via a surcharge on your payments made to the Department of Unemployment Assistance (DUA). There are three possible Certificates of Compliance you could receive when you request a certificate through the Unemployment Services for Employers portal. Please see below for examples of each type of certificate you could receive, and which one we can accept.

Confirms Compliance with the DUA and Workforce Training Fund 1. Organization name listed is your current legal entity name 2. FEIN is accurate and lines up with your FEIN on your Form W-9 3. Second paragraph of letter says "...contributes to the Workforce Training Fund Program." 4. There is an accurate count of the number of Massachusetts employees per the most recent wage filing 5. Does NOT Contribute to the Workforce Training Fund Program If your certificate indicates that you do not contribute to the Workforce Training Fund Program, then you are not eligible to receive a grant through our program. | ![]() |
Organization does not file with the Department of Unemployment Assistance (DUA) If your organization does not have an obligation to file with the agency, your organization does not have Massachusetts payroll employees and is not eligible for funding through the Workforce Training Fund. Once you have employees in Massachusetts and start filing with the DUA, you may become eligible. | ![]() |
