We're happy to explain the ways in which a DUA Certificate of Compliance could fail to meet requirements.
The Workforce Training Fund is funded through a surcharge on Massachusetts unemployment insurance and unemployment health insurance payments made by companies to the MA Department of Unemployment Assistance (DUA). Only companies that can provide a valid Certificate of Compliance from the DUA that meets our requirements (including an explicit verification that contributions are made to WTFP) are eligible to receive grants. DUA Certificates of Compliance are self-generated through a business's Unemployment Services for Employers portal. (Click here to learn how to obtain one.)
Here are the most common reasons why Certificates of Compliance are rejected:
- The Certificate of Compliance was expired.
- The Certificate did not explicitly verify the business made WTFP contributions (to see an example of what a valid certificate that confirms WTFP contributions looks like, see here: How can I tell if the Certificate I received from the DUA confirms I am eligible to apply for funding through the WTFP? : Commonwealth Corporation).
- The business legal name and FEIN listed on the Certificate did not match the legal name/FEIN provided on the application, Certificate of Good Standing, and/or W-9.
Additionally, there may be issues with your business's DUA account that prevented a valid Certificate of Compliance from being generated in the first place, including, but not limited to:
- You have an unpaid balance on your DUA account.
- You have unfiled quarters on your account that need to be filed and paid.
- You submitted an adjustment that is still pending and needs to be processed before the Unemployment Services for Employers portal is able to generate a Certificate.

An application closure does not mean your company will never be eligible for the Express Program. You may just need to resolve the outstanding issue preventing a valid Certificate from being generated and/or procure the correct version. Once the outstanding issue is resolved and a valid Certificate of Compliance obtained, you are welcome to reapply* to be reconsidered for future training reimbursement!
*Please note: once your application is closed, we are unable to reopen it. This means you will need to reapply once you have obtained a Certificate that meets requirements. The 21-day processing window will reset from the date of submission of the new application.
