What are the current subsidy caps for the Express Program?

The Express Program has a few different subsidy caps to determine award amounts for the course(s) your organization wishes to receive funding for. The final award amount will be within all subsidy caps as outlined below. If the course you want to take exceeds 1 or more of the below subsidy caps, the award amount will be determined based on which subsidy cap is reached first. 


  • The Express Program can cumulatively award up to $15,000 in grant funds per calendar year (January 1 to December 31) across all awarded grants for a given year. 
  • 100% vs. 50% reimbursement amounts based on number of Massachusetts payroll employees
    • Organizations with 1-50 Massachusetts payroll employees can be reimbursed up to 100% of the total course cost, assuming all other subsidy caps are not exceeded.
    • Organizations with 51-100 Massachusetts payroll employees can be reimbursed up to 50% of the total course cost, assuming all other subsidy caps are not exceeded. For organizations in the 50% reimbursement category, the subsidy caps outlined below are based on 50% of the course cost.
  • Grant funds are limited to $3000 per person/per course
    • For a flat/group rate course, the per person rate is calculated by taking the group rate and dividing it by the number of trainees that took the course
  • Grant funds are limited to $300 per instructional hour
    • For a course charged at a per trainee rate, the cost per instructional hour is calculated at the trainee level (i.e an 8 hour, $1200 per trainee cost has a cost per instructional hour of $150)
    • For a course charged at a group/flat rate cost. the cost per instructional hour is calculated at the group level (i.e. an 8 hour, $2500 group rate course has a cost per instructional hour of $312.5)
