How is the maximum reimbursement amount calculated on the new application?

The Express Program launched an updated application in October 2025. As part of the upgrades to the application process, the Training Plan page now calculates the max reimbursement that can be requested for each course entered on the application based on our current subsidy caps. See the example below: 

You will notice in each course section, there is a "Total Cost of Training" field, a purple button, followed by the field, "Based on our subsidy caps, the MAX amount you can request for this course is". The following subsidy caps are taken into account when determining this amount:

1. What reimbursement percentage amount your organization is eligible for: 50% (for employers with 51-100 Massachusetts payroll employees) or 100% (for employers with 1-50 Massachusetts payroll employees)
2. The $300 Per Instructional Hour Subsidy Cap

3. The $3000 Per Trainee Per Course Subsidy Cap
   • We can reimburse up to $3000 per person/per course
4. The balance remaining for your organization in the current calendar year
   • if you are applying for multiple courses on an application, the max reimbursement amount will take into account your remaining balance for the year, as well as any other other request amounts for other courses on your application.  For example, if you are applying for 3 courses, the second course on your application will take into account your balance remaining plus requested amount on the first course, and the third course on your application will take into account the balance remaining plus requested amounts on both your first and second courses.

While the max amount request should provide an accurate calculation of the total amount you are eligible for, the Express Program reserves the right to determine final award amounts during the review process based on our current subsidy caps. If any amounts are changed, our team will reach out via email notifying you of the changes made to your application.
