While the Express Program is still running external screenings with the Department of Unemployment Assistance (DUA), if you are trying to determine eligiblity and compliance for the Express Program before you apply, the DUA has recently set up a self-service option for applicants to use on their Unemployment Services for Employers portal. As part of this option, businesses can generate a new "certificate of compliance" that will tell them if they contribute to WTFP and are eligible to apply (assuming all other compliance requirements are met as outlined here).
You can follow the steps below to obtain a certificate of compliance for your organization to confirm whether or not your organization contributes to the Workforce Training Fund (WTF) and if your organization is in compliance with obligations to the DUA.

Step 1a: Login to Your Account 1. Go to Unemployment Services for Employers. 2. Enter your credentials to log into your account.
Step 1b: Navigate to Additional Services 1. Once logged in, locate and click on the Additional Services option | ![]() ![]() |
Step 2: Locate the Compliance Section 1. Under the Additional Services tab, you will want to locate the "Compliance" box | ![]() |
Step 3: 1. In the Compliance section, click "Request certificate of compliance" | ![]() |
Step 4: Verify Legal Name 1. Before you click "next", first confirm your legal name is the same as the legal business entity name as reported on public filings make to the Commonwealth. If it is outdated, please connect directly with the DUA to update the legal name. 2. If the legal name looks good, click the blue "Next" button | ![]() |
Step 5: Select Commonwealth Corporation as the Entity Type 1. The Express Program is one of a few state grant-funded programs administered by Commonwealth Corporation. To receive the correct compliance letter, please make sure to select "Commonwealth Corporation" in the dropdown menu. | ![]() |
Step 6: Confirm submission and click submit. | ![]() |
Step 7: Submission confirmation 1. Follow the remaining on-screen prompts to view your certificate of compliance 2. You will want to click the "OK" button to return to the homepage and click "Vew Letters" to access your certificate Please note: If you are not in compliance, you will receive an error message indicating you are not eligible and outlining steps to resolve the issue. | ![]() |
Step 8: Access your Compliance Certificate 1. Click back to the Additional Service Tab 2. Locate the "Correspondence" box 3. Click "View Letters" The latest compliance letter should be in the top of the page, as shown to the right --> | ![]() ![]() |
Your certificate will look like the example to the right. You will want to look for the following line to determine if you contribute to the Worforce Training Fund (WTF) or not: "{Business Name} contributes to the Workforce Training Fund Program. Average employee count per most recent wage filing: {#}" If you certificate does not contain this line, your organization is unfortunately not eligible for funding through the Express Program.
