The answer depends on the course cost type that is available for the course, and/or the course type that you plan to select on your application.
For a course charged at a per trainee rate, the cost per instructional hour is calculated at the trainee level. For example, an 8-hour, $1,200 per trainee cost has a cost per instructional hour of $150 ($1,200 per trainee / 8 hours = $150/hour).
For a course charged at a group/flat rate. the cost per instructional hour is calculated at the group level. For example, an 8 hour, $2,500 group rate course has a cost per instructional hour of $312.50 ($2,500 per group / 8 hours = $312.50/hour).
Please see below for a few examples of how the subsidy caps are applied to a group/flat rate course and a per trainee rate course. The second example shows what happens when the $300/instructional hour and $3000 per person caps are both met.

A few notes about the above table:
- The cost per instructional hour is calculated by taking the course cost in column A and dividing it by the # of training hours in column B. Row 3 divides the total course cost by 2 before calculating the cost per instructional hour.
- The cost per trainee of a per trainee rate course (as shown in Rows 1 & 2) is simply the per trainee rate listed in Column A, however the per trainee rate of a group rate course (as shown in Rows 3 & 4) is calculated by taking the group rate in Column A and dividing it by the # of trainees taking the course in Column C
