How is total number of employees calculated for the Express Program?

We determine whether a business qualifies for reimbursement through the Express Program based on the total number of part-time and full-time Massachusetts payroll employees the business has. A business must have less than 51 employees in Massachusetts to qualify for 100% reimbursement and between 51-100 employees to qualify for 50% reimbursement. Businesses with over 100 Massachusetts employees are not eligible for Express Program grants.


When entering the number of employees, you should include only payroll employees, not contractors, temporary workers that are employed by a staffing firm or another entity, or workers who are employed outside of Massachusetts. Grant funds may be used to train only the payroll employees of the applicant who are employed in Massachusetts. (Trainees are not required to live in Massachusetts but must work for a Massachusetts company and be included in the company's Massachusetts payroll reporting.)


When filling out the application, you should enter the true number of W-2 Massachusetts part-time and full-time employees that your company has at the moment of application. Example: if you're applying on March 1 and you currently have 90 W-2 full-time Massachusetts employees and 1 part-time MA employee, you would enter "90" and "1" in the respective fields.
