My organization operates under a Fiscal Sponsorship. Am I eligible for funding through the Express Program?

Since our grant program awards eligible businesses with reimbursement of approved training costs of their employees, business applicants must be the direct employers of the trainees and provide all required legal documentation (Certificate of Good Standing, Compliance, W-9, etc.) in their own name and FEIN number as issued by the IRS. As a fiscally sponsored organization, your organization most likely operates under the FEIN of your fiscal sponsor, so your employees are likely legally considered employees of the fiscal sponsor. While this might not mean your organization is automatically ineligible for an Express Program grant, the employee count of your fiscal sponsor becomes the determining factor for eligibility.

If your fiscal sponsor has 100 or fewer Massachusetts payroll employees across their whole payroll (not just your organization), your fiscal sponsor may be eligible for funding through the Express Program if they apply on your behalf under their FEIN (assuming they are the ones that pay for training directly and request reimbursement on your behalf). However, if they have over 100 payroll employees across Massachusetts, they and your organization would not be eligible to apply for the Express Program but could consider a consortium grant under the WTFP's General Program.
