If my business is headquartered outside of Massachusetts, but has employees working in the state, are we still eligible for Express Program reimbursement?

Express Program provides funding for eligible employers with 100 or fewer eligible employees. Employers with over 100 eligible employees should consider applying to the WTFP General Program.

WTFP General Program


For a business with headquarters outside of Massachusetts, but which has remote eligible MA employees, the company must have an office based in Massachusetts with 100 or fewer eligible employees to qualify for WTFP funds. 


For purposes of determining eligibility for the Workforce Training Fund, an "office based in Massachusetts" is defined as a space (office, factory, warehouse or other physical location belonging to the company) with work being performed in the Commonwealth of Massachusetts. Neither employees' home addresses (e.g., a remote worker who works for a non-Massachusetts company) nor P.O. Boxes cannot be counted as Massachusetts offices by applicants.  


The company must pay taxes to the Commonwealth and have a payroll setup in MA for a minimum of one fiscal quarter prior to their application date. All W-2 employees under payroll in MA would then qualify for training reimbursement assuming all guidelines of the Express Program are followed.
