How do I know if my employees are eligible to participate in training covered by the General Program grant?

Basic Eligibility

Only Massachusetts W-2 payroll employees may participate in training. 


Reminder: 1099 contractors are not considered MA employees and are not eligible for WTFP GP-funded training.


Are employees who work remotely for my Massachusetts business eligible to participate if they live out of state?

If your employees work remotely for a Massachusetts business but live outside the state, they are eligible for funding through the General Program; provided they are W-2 and on the Massachusetts payroll which contributes to Massachusetts taxes, and the company pays into Massachusetts unemployment system (UI) on their behalf. In this case, they are considered Massachusetts payroll employees and are eligible to participate in your General Program training grant.


If they work for your Massachusetts business but are paid through their own state’s payroll tax system, they should not be counted in your Massachusetts full-time/part-time employee numbers and are not eligible for the WTFP General Program grant.


My employees are paid by commission, are they eligible to participate in the General Program grant?

Employees paid by commission are eligible participants if they are Massachusetts W-2 payrolled employees. Please keep in mind that all trainees must be paid at their regular rates during the time spent on training.
