Workforce Training Fund - Policy Update 4.1.2026

Since 2023, the Workforce Training Fund Program (WTFP) has implemented targeted policy adjustments to sustainably manage finite resources while experiencing unprecedented levels of participation in WTFP grant programs. 


As program activity has reached a more sustainable balance between demand for resources and available funding, WTFP is now able to strategically expand access and increase opportunities for Massachusetts employers to train more employees. 


The following changes in policy are in effect for applications received April 1, 2026, or later: 


Policy Changes:

Express Program

General Program

The maximum Express Program reimbursement rate for employers with between 51 and 100 employees in Massachusetts has increased from 50% to 100%, up to $3,000 per person, per course. 

 

The maximum General Program training grant award has increased from $125,000 to $200,000.* 

*Consortium grants will include an additional 10% (up to 20,000) to support grant administration costs. This grant management fee will be automatically added to the total of the grant funds requested.

 

All eligible employers may now participate in both the Express and General Programs simultaneously.
