How is the General Program funded?

The Workforce Training Fund, which includes the General Program is a state fund financed entirely by Massachusetts employers. Legislation enacted in 1998 resulted in a reduction of $121 million in unemployment insurance rate payments for Massachusetts employers. In conjunction with these lower rates, legislation also established a new Workforce Training contribution via Unemployment Insurance surcharge that equates to $18 million annually, effective January 1999.
