I've already been awarded over $20k for CY2023, will I still be able to get reimbursed the full amount I was approved for?

Yes. If you’ve already been awarded over $20K for calendar year 2023 before July 10, 2023, then you will still be able to get reimbursed up to the total amount(s) listed in your active Express service agreement(s).
