The Express Program operates on a reimbursement model, meaning we will reimburse the business for training once it is completed and they have paid the training provider in full.
Like all funded program of the Workforce Training Fund, the Express Program considers it best practice for businesses to pay for training in full once training it has been completely and satisfactorily delivered. If a training provider and a business arrange for installment payments for larger courses, the Express Program will issue the approved reimbursement amount only after we receive all invoices from the grantee at the point of reimbursement.
While the Express Program does not dictate training providers' cancellation and rescheduling policies, Express Program funds cannot be used to pay for any rescheduling or cancellation fees.
Having an Express Program grant should also not make training providers feel obligated to conduct training if grantees have not followed providers' general policies in place for training outside of an Express Program grant.
